Intergovernmental Collaboration in Ulster County

Shared Municipal Services Feasibility Study published July 2010
Considered the largest study of intermunicipal shared service potential in New York State history, Pattern and Ulster County engaged all 25 local governments in examining opportunities for increased efficiency and effectiveness in delivering services to taxpayers for this project, funded by a grant from the Department of State. Building on an initial agreement on highway services, Ulster County is working on several areas of recommendations from the report via an implementation committee that began work in October 2010.

State Environmental Quality Review (SEQR) Dialog

A regional effort to identify opportunities to improve the SEQR process
Draft recommendations dated 2/8/10, representing the initiative co-chaired by DEC Region 3 Director Willie Janeway, Pattern for Progress President Jonathan Drapkin, and Scenic Hudson President Ned Sullivan, to improve implementation of the State Environmental Quality Review Act (SEQRA). The charge to streamline SEQRA without compromising environmental protection or public participation came from DEC Commissioner Pete Grannis at Pattern's Fall 2009 Conference, "The SEQRA Solution: Striking the Right Balance", which was followed by three months of public input. Three-County Regional Housing Needs Assessment, 2006-2020

The widening affordability gap in the Hudson Valley is tracked in the newly released Three-County Regional Housing Needs Assessment, produced by planners in Dutchess, Orange and Ulster. The report was first previewed at Pattern’s 2008 housing conference.
